Senior MEAL Officer


FUNCTION & POSITION: Senior MEAL Officer
LOCATION : Amman & regular field visits, JordanREPORTING TO: MEAL/IM Manger 


OVERALL PURPOSESenior MEAL Officer is responsible for the operation of the M&E system for the program. He/She will directly implement and ensure that the monitoring activities are carried out in line with Medair, donor and other guidelines as well as providing feedback based on the monitoring completed.
PROJECT OVERVIEWIn Jordan, Syrian refugees are directed to refugee camps where other INGOs are working, but two thirds of families are renting rooms in the host communities or are trying to survive on their own.  Medair is working to help support host communities and refugee families who are not living in the camp. This position will support cash assistance, community health and livelihood projects.

KEY RESPONSIBILITIES

  1. Prepare and coordinate assessments and surveys, follow-up monitoring, and evaluation exercises in order to obtain qualitative and quantitative data on the project performance indicators and objectives.  This includes coordinating post distribution monitoring surveys, exit interviews, and focus group discussions with beneficiaries
  2. Analysis of survey results and provision of high quality written reports to share the methodology,  findings and conclusions
  3. Ensure that the monitoring and evaluation plan is being implemented effectively and in compliance with donor, Medair, beneficiary accountability, and other professional standards.
  4. Carry out investigative work where required to ensure that best practices are being followed. 
  5. Facilitate documentation (including report writing) on monitoring activities, program data, best practices, and lessons learnt to guide work plan revisions, future proposal development and project implementation.
  6. Develop and maintain effective information database on projects
  7. Contribute to the information management of data that allows the monitoring of activities and supports the implementation of projects. 
  8. Maintain a transparent, honest and supportive communication structure with the Medair team, with communities, beneficiaries and donors.
  9. Work closely with information management team and data entry to ensure that up-to-date data is being collected for all projects, in line with the project targets, and in a timely manner.
  10. Work with project managers to ensure the sufficient collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing programmes and services and for reporting on donor commitments.
  11. Providing support to Feedback and Complaints Mechanism team member
  12. Facilitate documentation (including report writing) on monitoring activities, program data, best practices, and lessons learnt to guide work plan revisions, future proposal development and project implementation
  13. Line manage other staff (at assistant level) to plan their activities to ensure the above responsibilities are achieved within the team
  14. Provide appropriate personal development to staff you manage, including identification of training and ongoing coaching.  Provide performance appraisals and regular 1:1’s
  15. Be flexible, willing to assist in other areas of work as relevant and needed.

QUALIFICATION / EXPERIENCE:

– Vocational QlaificationEssential:

  • Bachelor Degree preferably in the field of social sciences, statistics or development studies./ Post-secondary studies in MIS, International Development or related areas
  • Proven experience in Statistical analysis
  • Information management
  • Excellent computer skills (Word & excel).
  • Very good report writing skills.
  • Very good oral and written communicatiol
  • Computer skills including Ms Access, SPSS, STATA or other database applications.
  • Experience in participatory assessment, monitoring an evaluation

Desired:

  • Proven experience in developing M&E tools (mix methodologies) from designing to report writing.
  • Proven experience  in conducting surveys or doing analysis.
  • Experience facilitating focus group discussions or workshops
  • Experience in participatory assessment, monitoring an evaluation

  • Excellent Arabic.
  • Good level of written and spoken English
