If you are asked for money in connection with this recruitment, please report to International Medical Corps at the reporting email address provided at the end of this document. Please do not submit your CV or application to the reporting email address, it will not be considered for review.Job Summary:The Finance Admin Director directly oversees all financial, accounting, and administrative operations, Human Resources and all finance administrative activities and reporting in the country offices; supports frontline field finance staff and the country office finance team through direct oversight of all financial mechanisms, finance-related training, and financial reporting across the mission. The Director also ensures quality service delivery of supporting financial elements to field- and country-level departments.Job Description and Requirements:

  1. Accounting and Finance Management

– Ensure compliance with the organization and donor regulations and procedures; establishing finance and supporting function policies, systems, and procedures, and directing or performing their development, documentation, and implementation- Supervise and ensure that the day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy and procedures- Review and account for procurement transactions to ensure adequate supporting documentation, the accuracy of amounts, and control over payments- Suggests formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes- Ensures the maintenance of accurate records of financial transactions of the country office (main and field offices) in order to monitor the financial status of all project activities- Manages the finance department of the country office to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports- Directs the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements- Maintains the organization’s system of accounts ensuring all accounting data are updated, reconciled, and fully supported- Oversee training of finance staff and provide technical support to country program and logistics- Supervise or prepare budgets- Present & facilitate review of actual to budget expenditures with Country Director, Program Managers, and Field Site Managers- Provide recommendations for budget realignments as required

  1. Staff Support

– Take demonstrable initiative in the coaching, training, and professional development of the finance team with particular emphasis on national staff technical growth and capacity building.- Make regular trips to field sites to supervise and support frontline finance staff at field offices and ensure smooth and effective finance operations-Supervise the oversight of staff personnel files inclusive of contracts, leave records and other paperwork required for employment in the local context- Ensure compliance to local labor laws including contracts, compensation package and working hours- Oversee the recruitment and selection of qualified finance staff, recommend promotions, disciplinary action and termination of finance staff in consultation with supervisors- Lead the HR department to implement effective staff training programs, initiatives related to staff retention, and nationalization strategies to maximize the use of staff capacity and resources. – Verify that human resources policies and procedures are documented, disseminated, and consistently applied. Ensure that compliance monitoring processes are developed and effectively implemented.- Collaborate with security manager/CD to maintain the security of staff in the field locations- Maintain open lines of communications with all frontline field and HQ staff

  1. Working Relationships

– Maintain frequent communication with Regional Finance Coordinator to ensure finance activities and objectives are communicated- Work with Country Director and Logistics staff to ensure the coordination of programs are within budgeted targets- Attend coordination meetings that are relevant to country activities- Interface with national government and relevant agencies to ensure compliance with varying government fiscal regulations

  1. Representation

– Serve as the principal liaison with donors on matters related to finance to ensure fiscal accountability to donors- Establish and update contact details of potential donors in-country- Participate in donor meetings and communicate relevant information to HQ- Work with key donor Staff to develop and maintain optimum financial relationships- Ensure maximum visibility of the agency amongst the NGO community- Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring the confidentiality of sensitive information.- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizationscode of conduct, ethics, values, and stand-point with regard to internal and external actors

  1. Security

– Ensures financial considerations are planned for and implemented as required at each security level- Ensures application and compliance of security protocols and policies- Sends copies of key internal documents to HQ for back-up- Facilitates emergency and non-emergency security expenditures

  1. Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

  1. Compliance & Ethics

Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.

  1. Other duties as assigned
